Strobe light
Another very common effect it's is nothing more than a Xenon flash tube in a housing that produces very short burst of light at intervals over time creating a stop motion effect. We are usually very conservative in use of this light at weddings and events with a mature crowd yet it seems to be on a lot more at high school dances.
